The resolution was approved by the Planning and Zoning Committee and given no recommendation by the Government Operations and Regulations Committee. Council Member Hill moved to adopt the resolution, which motion was properly seconded. Council Member Kimbrough moved to defer the resolution, which motion was properly seconded. The Vice Mayor ruled that pursuant to Rule 9.2 of the Rules of Procedure of the Council, the resolution is deferred. Council Member Rutherford moved to appeal the ruling of the Chair, which motion was properly seconded. After discussion, Council Member Parker called for the previous question, which motion was seconded and approved by a voice vote of the Council. The vote to sustain the ruling of the Chair was approved by a voice vote of the Council. The resolution is deferred to the May 20, 2025 Council meeting.
