Council Member Bradford offered Proposed Amendment 3 and moved that it be adopted, which motion was seconded and failed by the following roll call vote: Yes (9): Kimbrough, Evans, Bradford, Welsch, Vo, Cash, Taylor, Styles, and Lee; No (26): Suara, Porterfield, Evans-Segall, Allen, Hill, Toombs, Gamble, Cortese, Parker, Capp, Benedict, Harrell, Hancock, Webb, Eslick, Huffman, Gregg, Kupin, Horton, Weiner, Druffel, Nash, Sepulveda, Rutherford, Ewing, and Spain; Abstain (0). Council Member Toombs moved to adopt the resolution, which motion was properly seconded. Council Member Styles offered Proposed Amendment 1 and moved that it be adopted, which motion was seconded and failed by the following roll call vote: Yes (4): Kimbrough, Evans, Ellis, and Styles; No (29): Porterfield, Evans-Segall, Allen, Hill, Toombs, Gamble, Cortese, Parker, Capp, Benedict, Hancock, Webb, Eslick, Bradford, Huffman, Gregg, Welsch, Vo, Cash, Horton, Taylor, Weiner, Druffel, Nash, Sepulveda, Rutherford, Lee, Ewing, and Spain; Abstain (1): Harrell. Council Member Toombs moved to adopt the resolution, which motion was properly seconded. After discussion, Council Member Benedict called for the previous question, which motion was seconded and approved by a voice vote of the Council. The matter recurred on the motion that the resolution be adopted, which motion was seconded and approved by the following roll call vote:
