The resolution was approved with a substitute by the Government Operations and Regulations Committee. Council Member Capp requested a hearing from the public on this resolution which had been previously advertised. The President asked if anyone desired to be heard for or against the resolution and no one came forward to be heard. The President declared the public hearing closed. Council Member Capp moved to adopt the resolution, which motion was properly seconded. Council Member Capp offered a substitute resolution and moved that it be adopted, which motion was seconded and approved by a voice vote of the Council.
