Council Member Kupin moved to pass the bill on third reading, which motion was properly seconded. Council Member Parker offered Proposed Amendment 1, hereinafter Amendment No. 2, and moved that it be adopted, which motion was seconded and approved by a voice vote of the Council. Council Member Kupin offered Proposed Amendment 2, hereinafter Amendment No. 3, and moved that it be adopted, which motion was seconded and approved by a voice vote of the Council. Council Member Preptit offered Proposed Amendment 3, hereinafter Amendment No. 4, and moved that it be adopted, which motion was seconded and approved by a voice vote of the Council. Council Member Porterfield moved to defer the bill to the July 7, 2026 Council meeting, which motion was properly seconded. After discussion, Council Member Porterfield withdrew the deferral motion. Council Member Johnston called for the previous question, which motion was seconded and approved by a voice vote of the Council. Council Member Kupin requested a roll call vote which motion was properly seconded.
