The Rule amendment was approved by the Rules, Confirmations, and Public Elections Committee. Council Member Spain moved that the Rule Amendment be adopted, which motion was properly seconded. After discussion, Council Member Cash called for the previous question, which motion was seconded and approved by a voice vote of the Council. The matter recurred on the motion to adopt the Rule Amendment, which motion was seconded and failed by the following roll call vote:11/18/2025
