Council Member Benedict moved to pass the bill on second reading, which motion was properly seconded. Council Member Kupin offered an amendment to the bill and moved that it be adopted, which motion was properly seconded. After discussion, Council Member Kupin withdrew the motion to amend. The matter recurred on the motion to pass the bill on second reading, which motion was seconded and approved by a voice vote of the Council. The bill is referred to the Planning and Zoning Committee.
